The 2026 Continuum of Care (CoC) Competition Notice of Funding Opportunity (NOFO) is now available at grants.gov.
The NOFO makes available $4.04 billion to address homelessness by:
Investing in recovery and self-sufficiency:
This record level of funding is available to communities across the nation to address the root causes of homelessness.
HUD will support organizations that facilitate treatment and recovery and prohibits funding the widespread use of illicit drugs and distribution of paraphernalia. The status quo perpetuates addiction in taxpayer-funded homelessness assistance programs in violation of Federal law.
HUD is making resources available for housing assistance paired with wraparound services to advance recovery and self-sufficiency for homeless Americans. This includes a $1.3 billion investment in new projects, with a priority for Transitional Housing and Supportive Service projects.
Advancing outcomes through competition:
This is the most competitive funding opportunity in the history of the CoC program.
By returning the program’s focus to solutions and performance, this NOFO requires CoC recipients to scrutinize and prioritize the most successful projects rather than automatically renewing funding to failed providers.
Rooting out waste, fraud, and abuse:
To better steward American tax dollars, this NOFO ties funding to performance. This ends a lack of program accountability that has led to waste, fraud, and abuse instead of providing assistance to homeless individuals.
HUD encourages CoCs to expand their pool of providers, including high-performing faith-based providers when appropriate, who can deliver outcomes in line with the priorities above and in this NOFO.
HUD also encourages organizations that are passionate about these priorities who have not previously received CoC funding to participate with their local CoC.

HUD Moving Forward on Bold Homelessness Reform
Washington, DC - Today, HUD is announcing that homelessness-related service providers across the nation can expect the 2026 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) to be published by June 1, 2026. Further, applicants can expect awards to be made by December 1, 2026. The CoC Program is a national competition designed to promote community-wide efforts to reduce homelessness and optimize self-sufficiency.
As the number of people living on our streets remains at crisis levels, HUD is committed to reforming its homelessness programs. The status quo of “housing first” and “harm reduction” has failed at great cost to those suffering on our streets and to working American taxpayers.
HUD intends to rebalance the CoC program to focus on a diversity of solutions and treating the underlying causes of homelessness. HUD is thus increasing its investment in Transitional Housing, supportive services, and Supportive Service Only (SSO) projects such as street outreach, childcare, outpatient addiction treatment, and job training.
Examples of eligible uses of CoC funding include, but are not limited to:
Transitional Housing, Rapid Rehousing, and Permanent Supportive Housing
And the provision of services on their own or within housing, including, but not limited to:
To support comprehensive community-wide efforts to reduce homelessness, HUD encourages participation and partnership from a wide range of providers, including faith-based organizations, law enforcement, apprenticeship programs, substance use disorder treatment providers, specialty courts, mental illness treatment providers, service providers within emergency shelter, and more.
HUD acknowledges the critical role of law enforcement and other first responders in partnering to protect all members of the public, including those on our streets. HUD encourages communities to address the unsafe realities of encampments and public illicit drug use in a way that protects public safety and compassionately intervenes and helps individuals in crisis.
Eligible applicants are:
HUD is committed to protecting taxpayer dollars against waste, fraud, and abuse. HUD reminds potential applicants that they must comply with all Federal law including financial reporting requirements and the prohibition on operating so-called “safe consumption sites” for drugs in violation of 21 U.S.C § 856.
Finally, HUD reminds potential applicants that they must apply for funding through the Collaborative Applicant of the CoC in their geographic area. The Solo Applicant appeal process is available to applicants who attempted to participate, that believe they were denied the right to participate in a reasonable manner.
Please note that agencies must be active members of the Continuum of Care (CoC) to apply for the NOFO. Please ensure your 2026 membership fee is paid prior to submission.
The following deadlines apply:
• Letters of Intent Submitted:
All agencies that submitted a Letter of Intent must submit their application to HCPC no later than January 28 at 5:00 PM.
• Application Review and Ranking:
All applications will be reviewed and ranked no later than February 5 at 5:00 PM.
• Notification of Ranking:
All applicants will receive notification of their ranking no later than February 6.
• NOFO Submission:
HCPC will submit the NOFO by the deadline February 9.
HUD expects the reopened FY24-25 CoC NOFO to be posted on January 9, 2026. HUD expects application forms and materials to be available on e-snaps no later than January 16, 2026. Applications will be due by February 9, 2026. HUD will communicate information and any updates on HUD.gov and by mailing list.
Please ensure all requirements and deadlines are met, as late or incomplete submissions cannot be considered.
The Department of Housing and Urban Development (HUD) is issuing this Notice of Funding Opportunity (NOFO for the 2025 Fiscal Year for public review. HUD understands this NOFO to be enjoined pursuant to a preliminary injunction entered in State of Washington, et al. v. HUD, No. 1:25-cv-00626-MSM-AEM (District of Rhode Island), and National Alliance to End Homelessness, et al. v. HUD, No. 1:25-cv-00636-MSM-AEM (District of Rhode Island). HUD will not implement or enforce this NOFO pending further court order. HUD will issue further clarification on the status of this or any other future Fiscal Year 2025 NOFO as necessary. HUD will provide further notice as to when the application portal will open.
The changes include technical corrections and modifications, the highlights of which are as follows:
1. Investment in New Permanent Housing with Robust Supportive Services for Individuals and Families with a Disability.
This NOFO provides a set-aside of 30% of all ESG and COC funds, as contained in 42 U.S.C. § 11386b, for new permanent housing projects for homeless individuals and families with disabilities, including PH-PSH and PH-RRH. As outlined in the Threshold Criteria in V.A.4, new PH-PSH and PH-RRH projects must serve individuals and families with disabilities.
This NOFO aligns with the program statutory requirements to fund new permanent housing. CoCs have discretion to determine if or how much of their Annual Renewal Demand (ARD) will be used for the creation of new Permanent Housing projects.
2. Two-Track Application Process for Increased Flexibility.
In order to provide time and flexibility for CoCs to solicit new Permanent Housing project applications, HUD is creating a separate deadline for new Permanent Housing projects.
Normal Track: $2,655,600,000 in funding, January 28, 2026 deadline and March 31, 2026 estimated award date. HUD reserves the right to award projects in Tier 1 of CoC Priority Listings prior to the rest of awards.
Extended Track: $1,262,400,000 in funding, February 25, 2026 deadline and April, 22, 2026 estimated award date. For new Permanent Housing projects only.
3. FY 2025 CoC Consolidated Application.
All CoCs must complete and submit the FY 2025 CoC Consolidated Application that includes the CoC Application and CoC Priority Lising with all submitted projects ranked or rejected based on the criteria set forth in this NOFO. CoCs applying for new Permanent Housing projects on the Extended Track timeline must submit a separate Priority Listing of new Permanent Housing projects. CoCs may not submit projects in Normal Track and Extended Track that, when combined, exceed their maximum award amount.
4. Increase in Competition and Expedited Awards.
The Continuum of Care program is a national competition (42 U.S.C. 11386a). Tier 1 is set at 30 percent of the CoC’s Annual Renewal Demand (ARD). HUD reserves the right to award projects in Tier 1 of CoC Priority Listings prior to the rest of awards.
5. Investment in Transitional Housing and Supportive Service Only Projects.
In order to promote balance and increase competition, no more than 30 percent of a CoC’s Annual Renewal Demand (ARD) under this NOFO will fund the renewal of existing Permanent Housing projects, including PH-PSH, PH-RRH and Joint TH and PH-RRH projects.
HUD encourages CoCs and providers to read through the NOFO. The Department intends to make resources available in a timely manner so grantees with measurable results can continue to support vulnerable populations. The Department remains fully committed to make long overdue reforms to its homelessness assistance programs.

Deletion Comments: Today, the Department withdrew a Notice of Funding Opportunity (NOFO) with respect to the Continuum of Care (CoC) grant program. This withdrawal will allow the Department to make appropriate revisions to the NOFO, and the Department intends to do so. In the previous FY 24-25 NOFO, the Department reserved the right to make changes to the NOFO instead of processing renewals for a variety of reasons, including to accommodate a new CoC or Youth Homelessness Demonstration Program (YHDP) priority or new funding source. The Department still intends to exercise this discretion and make changes to the previously issued CoC NOFO to account for new priorities. HUD anticipates reissuing a modified NOFO well in advance of the deadline for obligation of available Fiscal Year 2025 funds.
